Sometimes cookies can get complicated with all this P3P BS in I.E. 6,
especially across 'sites.' It sounds like IE sees the url

http://foo:80

and

http://foo:8080=20

as different sites, despite the fact that they share a domain name.

Are you using I.E. 6?

Yeah that's a thought.  But I'm behind Apache using FastCGI so it should
be running on port 80.

Maybe, IE becomes suspicious for non-standard HTTP ports (8080 instead
of 80)?
