Things to check:

- In your protected folders, have permissions for Anonymous been
  revoked? Is "Acquire permissions settings?" still checked on those
  permissions?

- For each area where you want users to have non-default access, did
  you create a User Folder there (or in one of its parents) with their
  usernames, passwords, and roles?

I can definitely vouch that non-Manager users simply don't have access
outside the folder where their User Folder is.
