[Zope] character encoding in ParsedXML?

My xml-documents will not accept norwegian characters.

'<?xml version=3D"1.0" encoding=3D"UTF-8"?>'

Does not work, ParsedXML will strip it down to:
'<?xml version=3D"1.0"?>'

Any suggestions?
