[Zope] Zope 2.6 external PRODUCTS_PATH don't work

Hi Roger,
I *believe* support for

PRODUCTS_PATH

was dropped in favour of the possibility to move Data.fs between  easier 
between Windows and Linux.

If I am rigth, this was a poor decision.
