[Zope] SimpleUserFolder and local roles

"SimpleUserFolder" must set the "__allow_groups" as it would otherwise
be completely useless: "ZPublisher" uses "__allow_groups" for the
primary authentication.

Therefore, there must be some problem with "user_names".
