[zope2-tracker] [Bug 655773] [NEW] No Help link nor API docs available from the ZMI

While trying to figure out how to manually implement role based security
restrictions in my external methods, I tried to look up the Zope2 API.
Since the only advice according to the website is to look into the ZMI
of a running site, and since all other api docs appear to have been
removed from the web, having the API docs available from within the ZMI
is vital. Unfortunately, this link, as well as the facility to display
this information, appear to have been removed from Zope somewhere
between 2.10.x and 2.12.10, because, according to betabug, this link was
present in his Zope 2.10, but it's not present in my Zope 2.12, also not
in 2.12.12, which I specifically fetched to verify this issue.
