[zope2-tracker] [Bug 1181737] [NEW] zexp import should not break on event handler exception

Public bug reported:

During a zexp import event handlers are called as if objects were being copied. However if there is any exception in those handlers it will prevent the entire import making it impossible to import.
Import might be more useful if there is a way to disable events or choose to ignore events that cause exceptions.
