Right now, we have a notion of a service manager, whichh is where you
manager services, but:

- A site is defined as a folder that has a service manager.
Service managers resemble CMF site objects, which contain CMF tools,
which correspond to Zope 3 services.

- Service manages *also* manage packages, which contain components and
component configurations. Packages aren'e really services. Packages are
used internally by service managers. They aren't used by regular
   application code.

So the things currently called service managers do more than manage services.
They also:

- Manage packages,

- Define sites.

It's tempting to call them site managers, or something else.

Thoughts?
