Mmm, yes, the actor and the objects the actor uses are different:

Perhaps you should use as actor 'Site Administrator' while the objects
they manage are:

Packages
Configuration files
Define sites: Which is making a folder and adding a Service Manager
Object

Since a Service Manager Object manages Zope3 Services, I think that name
is correctly choosen.
Perhaps make use of a special 'folder' (one which contains a Service
Manager Object). eg a Site Folder.

Thus a 'Site Administrator', creates sites by creating a 'Site' object
which contains a 'Service Manager Object'.
Further the 'Site Administrator' adminstrers a site by adding/removing
packages and configure those packages.
