I think it probably should, though there should be some 
abstraction layer since not all platforms have sane 
signal handling.

I'd guess we want some abstract events to represent things 
like startup, shutdown, restart, and probably others. Some 
plumbing should do the required work to handle signals (or 
whatever is right for the platform) and fire the events.
