Yes, and I can't imagine that anyone would answer no unless due to exposure
to C's made-up struct tm (if you want me to invite my sisters to answer
this, no problem <wink>).

That's just C89 again -- calling an offset from UTC "a tz offset" appears
rare outside the C world.  I did find a free Windows timezone converter that
claims to know about "all 408 world time zones", but even it doesn't fold
DST into its expansive definition.  Instead, e.g., it considers "USA
Virginia" and "USA Vermont" to be different "time zones", despite that
they're both US/Eastern to the rest of the world, and both "GMT-5.0" to the
program itself.

I suppose that if timezone doesn't mean anything, it may as well mean
everything <wink>.
