Indeed, that's my question.  Is the requirement for random ids or
unique ids, or both <wink>?

It would seem to me that either would be a perfect candidate for a
Zope utility (if I've got my terminology right).  There's not much
dependency on other parts of the system, little need to implement
multiple such utilities, and of general use to any component that
might need a random and/or unique identifier.
