I'd be in favour of such a refactoring.

Any idea why I get a "cannot find default view" error when looking at 
http://server:port/manage on a Zope3 site when I add an __implements__ 
attribute to PageTempate.py that contains anything other than an empty 
tuple?

I guess part of your refactoring would include defining interfaces for 
page templates, macros, and use of a "macros" attribute to hold macros.
