I can reproduce this bug with Mozilla 1.0 under Debian GNU/Linux and 
Mozilla 1.3 under windows. It seems that Zope has no default language 
when the browser submits no preferred language. I just added 'en-US' as 
default language under linux where I catched the error at first and the 
error was gone. Then I removed all languages in my mozilla under windows 
where I didn't have this problem all the time and there it was.
