I've updated this document to reflect the discussions we had before.

     - "Service management" changed to "Site Management"

     - "Package" changed to "site-management folder" and
       "site-management bundle".

     - "Configuration" changed to "site configuration". In particular,
       for components, we are talking about configurating a site's use
       of components. Many components provide mechanisms to configure
       how a component works. What we are talking about here is
       configuring the site's use of components.

     - Configuration status has been simplified to be active or
       inactive.  This will be reflected in the UI. The old
       "unregistered" status is still there, but it is irrelevent in
       most cases and is deemphasized. (It will only be visibile in
       configurations in bundles for things that were not installed.)

     The text has been updated in a number of ways in an attempt to
     make things clearer.

Comments are as always active.  I want to start working on
changing the software to match this document.
