There's an issue with event notification - the thing that generates the
event must have permissions to run the ISubscriber.notify method of the
things being subscribed. When this was discussed on Friday, Jim started
slapping himself in the face and looked unhappy. So I'd say from that 
reaction it's an issue that's known about ;)
