[Zope3-dev] ZConfig for Zope 3

I think this is in good shape at this point.  There are probably some
places where documentation needs to be updated, but this is ready to
land on the trunk.  I'll do this tomorrow morning if there are no
objections.

If you'd like to play with these changes before they land on the
trunk, they're available as the fdrake-zconfig-in-zope-3-branch of
Zope 3.
