[Zope3-dev] I'd like to temporarily get rid of the local adapter service

The local adapter service is in really bad shape and is pretty unusable.
I can't imagine than anyone has any of these.  I'd like to disable it for
now.  I'll reimplement it when we do adaptergeddon.

Any objections?
