well, if the intention is to model US convention, then:
- the day begins at 12:00 AM
- morning ends at 11:59.99999 AM
- afternoon begins at 12:00 PM
- after 12:59 PM comes 1:00 PM
- the day ends at 11:59.999999 PM
- there is never any hour 0 

totally daft, but that's the way we do it :-)
