[Zope3-dev] Need to update CHANGES.txt

Whenever we make a user-visible change, like fixing a bug or adding
a feature, we need to update CHANGES.txt.  I've been very bad about
this myself.  It would be good for the check-in police (people who watch
check-in traffic :) to complain about check ins lacking CHANGES.txt entries.
