It was not a proposal, but a brainstorm.

I don't think we proceeded past "brainstorm" to "proposal".

My position should perhaps be taken at least as a straw man.

I'd like to see something like this worked out.  I suppose I should  
try to come up with some details, concerns, or solutions on the basis  
of Jim's document, and work them out here.  How about some other  
people do that too? :-)
