I've done some work with this, but its not open source.  I don't have
a lot of time, but will try to answer questions as much as possible. 
The documentation in zope.app.locking is pretty reasonable, and the
API isn't hard to understand.

Not sure myself; I think Jim would like this to appear in Zope 3.1,
for which the first beta is approaching fast.
