[Zope3-dev] Rotterdam bugfix

Hi together, hi Tonico

I prepare the Rotterdam skin for the next release
since we don't have time to add another new skin
this sortly.

What I did:

- relpaced the xmltree with the static tree
- Added some tables arround navigation boxes
- Use the good old table layout
- Changed the zmi actions, expand to right 
  instead of wrap on a second line.

The target is, that the Rotterdam skin works in any
browser on any system. Accesibility and other 
reqiuierments are out of scope right now.

I hope we can do it better in the next skin ;-)

Please check it in any browser you can and report bugs.
