Zope Software Certification Process

I wrote a lengthy proposal in February and March. The public thread starts

I have begun implementing the process (zf.zscp on svn.zope.org), but decided 
to wait with the completion until the ZF as a body approves the process. I 
think the ZSCP would be much more valuable if backed by the ZF. Jim will 
review the development process in September at which time I want to bring 
this up.
