Some Silva-specific code (that I forget the details of right now) that I 
wrote is here:

it's a hack but can display the list of languages that are available. 
Look in surrounding files for ZCML and such. I couldn't find the proper 
Zope 3 API to get the list of available languages. If there's something 
better I'd like to know. :)
