I've updated this proposal with a different hack for zope.app
based on our discussion on loading configuration from eggs.

I've explicitly stated that the factoring of zope.app is outside the scope
of the proposal.

Comments welcome.  I believe that dealing with the issue raised
in this proposal is blocking creating an egg-based Zope 3 project.
