That is a damning indictment of our process, if so.  We should be
managing our release process such that the "normal" path is
straightforward (trivial upgrades between third dot releases to fix
bugs, well-documented upgrades between second-dot releases at
well-planned intervals to take advantage of new features).  We should
make this so even at the cost of making life harder on the core developers.

Unless, of course, we don't expect anyone but the core developers ever
to run Zope3 in production environments (which is very nearly the case
today).
