It's not at all clear to me that this suggests there's actually a
problem with setuptools.  The desire to express and work with
known-good working sets does not suggest that setuptools is
insufficient.  We're interested in determining how we want to use
setuptools for this, which may or may not turn up insufficiencies, but
we've not identified any insufficiencies at this time.
