Because it is a valuable clue to the guy scratching his head trying to
figure out why something isn't working after 'easy_install' runs:  the
source distribution is only around on his system transiently.

The changelog, along with the README is an essential part of the
package's documentation, and should be installed with the egg.  Because
distutils / setuptools doesn't allow for installing non-package data, we
have to put them in the package.
