You need ActivePerl build 618 or better to get the required patches
for pyperl.  Which version of 'pyperl' did you try to use?

I don't know much about compiling stuff for windows, but we will soon
be able to provide binary distributions of pyperl for Win32, Linux and
Solaris.  This will be a binary that relies on ActivePerl and
ActivePython.
