Maybe the browser makes a HEAD request first.  Browsers are weird like
that.

When you can get it once but not the second time, that suggests that
Zope crashes as a result of the first request.  Any sign of that in
the log?  (I guess not.)

Can you try this on a different machine?  I'm still suspicious of Red
Hat 7.3.
