[ZODB-Dev] how to manage users in zodb standalone database (newbee)

Hello,
I would like to manage users in a zodb database without using Zope. It 
seems to me I have to use ZEO  and ServerStorage. But if I have a look to 
the ZopeBook, ZEO doesn't seem to map my needs (one database with two or 
three clients).
is there any solution to manage users easely?
Is there any component or solution  which can provide good security?
