The PUBLICATION.cfg files should satisfy Jeremy's desire to have blobs of
human-readable metadata, and there's one per ______(*) now instead of one
per release, so that's even better.

(*) Fill in the blank.  Neither "package" nor "module" is right.
"Releasable unit" sounds too much like it was made up just to fill in the
blank <wink>.
