That objection seems a little odd, given the following checkin message
for the file:

 $ svn log -r 71254 $ZSVN/ZODB/trunk/src/ZODB/scripts/fstest.py
 r71254 | jim | 2006-11-21 17:01:52 -0500 (Tue, 21 Nov 2006) | 3 lines

 Moved the scripts down into subpackages to they can be installed via
 entry points.
