Larry,

Python (on windows) has a full MAPI and ADSI implementation (under win32com,
I'm pretty sure), where you can suck your address book from exchange and
then use it for populating your email destinations.  Whether you're using
5.5 or AD/200  you can get access to it (as an administrator).  There's an
example or 2 on www.aspn.activestate.com (I'd give you a link but their
having SQL problems right now).
