RFC 2396, "Uniform Resource Identifiers (URI): Generic Syntax",
http://www.ietf.org/rfc/rfc2396.txt, defines the syntax for URIs.
In particular, see section 3.3, which specified the URI parameter
syntax. Parameters are also mentioned in section G.4,
"Modifications from RFC 1808".
