[Zope3-dev] Proposal: Fewer ZCML Namespaces

I fully expect this proposal to be rejected by Jim; the main reason
for putting up this proposal is to (a) see the reasoning for the
rejection exposed, and (b) so that when this comes up (and it will
come up again and again) we can point to the rejected proposal and say
"it's already been rejected, and here are the reasons why."
