Nor in mine.  Parts of Indiana are in the US Eastern zone, others in the US
Central zone, and independent of those is which DST scheme someone in
Indiana lives under.  I simply find it clarifying to keep the "time zone
adjustment" and "DST adjustment" notions separate, because doing so is a
close match to real life.  While both are defined by politics in the end,
the former is stable over relatively large stretches of time, and is
strongly correlated with longitude.  The latter is as unstable as fashion,
and is only weakly correlated with latitude.
