When you use TAL/METAL on an XML file, you have to explicitly declare
'tal' and 'metal' namespaces:

  <?xml version="1.0" encoding="iso-8859-1"?>
  <html xmlns:tal="http://xml.zope.org/namespaces/tal"
        xmlns:metal="http://xml.zope.org/namespaces/metal">
    ...
