While this is a good point, a large applicatin likely requires a number
of dependencies which are distributable as packages onto themselves.
These dependencies are not unique to this application, and thus should
not be bundled.
Let's imagine for instance someone came up with a versioning system,
that's used by Plone but also by Silva. This package is then a
requirement of Plone that should not be distributed in the Plone package
itself, but is part of a typical Plone distribution. The same would
apply to Silva.
