Another question is, does a future portlet implementation depend on 
the viewlet package or not. I don't this know right now. But if we not
depend on the viewlet package, we will use the TALES expression
as well. Then the TALES expression should be located in the 
content provider package, I guess. But I think we can find a definitive
answer to the location of the TALES directive if we figured out how the
dependencies are at all.
