The major blocker is having time to work on the master.  It really needs 
to be upgraded, but recent upgrade attempts have broken Windows support. 
It also needs to be taught about the new world of buildout-per-project.

I think that the project buildouts should nail all versions (in the 
buildout config, not setup.py).  That will make buildouts reproducible, 
and testing known good combinations possible.
