[ZODB-Dev] ZODB.utils in C

There's a patch on the tracker that provides a C implementation of some
of the functions in Util.py:

Tim had commented on it a while back and I'd be willing to try and nudge
it in before it's forgotten for good. Would this be an appreciated
change, or does anyone have up-front reservations about it?
