I agree. I thought that was already the universally agreed process.
Certainly, recently I've refrained from checking things in until I know 
they have unit tests, and all unit tests pass.

That's a bit tough for the platform-diversity-impaired.
I'd settle for the contributor ensuring that all tests pass on their 
platform of choice, but being ready to fix things / back out if they 
break in the nightly test runner.
