IMHO The following criteria could be used to see if something should be in 
the core (not exhaustive and somewhat subjective):

1. It is necessary for other core components to work (Duh!)
2. It allows enhancement of other core components in a desireable way.
3. It is useful to nearly all Zope applications.

IMHO Formulator satisfies 2 and 3. The core "component" I refer to is the 
ZMI. I would vote for 3 since nearly all web applications need forms.

That said, Formulator as currently developed should not be in the core. 
Obviously we are speaking of the concepts of formulator implemented via the 
"new religion"

Yes, but if another core component uses it (such as the ZMI), it would need 
to be in the distro. Things that are currently in the Products directory in 
the distro would probably fit that model,.
