I started to write a schema and will continue to extend it. I ran into
a few snags when libxml's Relax NG engine started crashing on some
particular schema/zcml combinations, but I've reported this and hopefully
I'll get a fix soon.

So far the schema won't validate a lot yet. I plan to continue to extend it
and fix Zope 3 .zcml files where necessary (most commonly the configure
element not being in the http://namespaces.zope.org/zope namespace in
lots of places). Once everything validates I'll have gained a lot of
experience with ZCML structure and we can also study the resulting schema
for (ir)regularities.
